Given that Depaula can't be signed by a MLB team for a year after being called on age discrepancy, it is not surprising that he is heading to play some where else. Of course, he still is going to have to submit to DNA tests to prove his age before any team is going to sign him after his suspension is up.

Yeh, I know that it was reported the other day, but it just referred to twitter entry. This article provides more background on the signing, including the fact that Sano is getting more than combined 70 international signings for the Twins between 2006 through 2008.

St.Louis has voided its $3.1 million deal with OF Wagner Mateo. He was one of the players viewed as a workout product, but with little game results. The claimed basis is an eye condition, which resulted in 20/30 vision. However, there's probably more there than meets the eye.

Mateo's $3.1 million bonus would have been the highest this year for a 16-year-old international...

We have confirmed that the Sox signed Richard Betanourt, a LHP out of Venezuela, on July 2. The Sox also signed Iago Januario, a 6'6" RHP out of Brazil, on July 9. Betancourt is apparently a decent prospect, but was not considered one of this year's top 25 international prospects....

1) Despite the huge hit with Hanley, Theo inherited a Latin program that was in disarray. I mean look how far the system has come from an organizational, facilities and standards perspective in the States. It's night and day. It would stand to reason then that the Latin program had even further to improve.

I'm not sure we can come to that conclusion. The Hanley caveat for a potential MVP is a big one. But beyond that, Duquette's program...

Name me one person who is a reliable evaluator of 16 year old talent in Venezuela though. It's directional at best at that age, no? Also, I don't start disbelieving scaffolds until prospects are in the states and he can personally witness the 5 tool talents of the likes of Moises Santa.

That's great and all, but cherry-picking 1 or 2 players per year will not work. A shotgun approach is much more effective, which is why the teams with academies in countries are the most successful at mining talent from a country. When you don't put your best foot forward in the 3rd largest MLB producing country in the world, you will hurt for it. Unsurprisingly, the Sox don't have a Venezuelan player acquired in the intervening non-VSL period in their top 40. And there has been...
