Heard this: The fallout from the federal investigation into the Dominican Republic scouts' kickback scam is going to be far more widespread than anyone imagined at the outset.

Given that the Feds are involved, there is likely to be a lot of fallout from this kickback scam, including some GMs who should be concerned such as Bowden.

The Boston Red Sox are looking to sign pitcher Junichi Tazawa from Eneos Oil of the Industrial Leagues. Tazawa is a 22 year-old righthander with a fastball that reportedly reaches 97 mph, and is widely considered a top amateur going into this year's NPB draft.

I did not list any of the Korean or Mexican signings. The Rangers and the Yankees have some reported Mexican signings and the Cubs have a couple of Korean signings.

The Korean newspaper Il Gan Sports is reporting the Texas Rangers have signed Ahn Tae-kyeong, a right handed pitcher from Busan High School. It's the team's first amateur signing in Korea. The paper reports the signing bonus is $800,000.

There is currently no website that has a comprehensive list of international signings. Here is a copy of the reported signings thus far, but I am tired of looking. So if anyone has information on additional signing please feel free to post it. The whole international signing game is kind of like espionage.

Sounds like MLB will have to implement an international draft to protect these kids from the predatory practices. Almost all of the 2006/07 big signings are being found to have been manipulated:

I would agree that some Cubans have come over hype a bit in the past but as GreatByOhEight says most of them were older players that were brought to the Majors right away, most of the Cubans that have spend time in the minors end up doing good Escobar and Betancourt to name two. The latest trend of players leaving Cuba is leave at a younger age, which will be better because they don't need to go right away to the majors. Or even first round high schoolers and top Dominican talent (adjusted with some sort of discount rate to take into account that it takes 5+ years to develop these players as opposed to the 1-2 years to develop those in the first group)?
